Launched by the Municipal Government of Dalaguete (MGD) in 1999, the Social Integration for the Low and Weak (SILAW) Sa Paglaum/Ray of Hope Program is a package of projects, services and activities to help the ultra-poor families in 33 barangays to become self-propelling and active participants in community development.
With Mayor Ronald Allan Cesante’s strong political will, this program has been sustained through the years. Different projects and activities have been implemented for its more than 1,000 household-beneficiaries. With education as one of the prioritized sectors, MGD has initiated projects such as the Provision of Authorized Contribution for SILAW in-school children and the SILAW Scholarship Program for high school students and STAR Center trainees. Another project which has been implemented yearly by the municipal government is the Provision of School Supplies to enrolled SILAW children in elementary and secondary level. For SY 2016-2017, MGD distributed school supplies to 1,556 pupils in 41 elementary schools and 1,703 students in 8 national high schools.
Despite the rocky, slippery and bumpy roads in going to upland barangays wherein some of the schools are located in far-flung areas that are only accessible by motorcycles, ComDev Office successfully delivered and personally gave the school supplies to SILAW in-school children.
For ComDev staff who hopped from one school to another, distributing the school supplies may be exhausting but the happiness and contentment shown at the young faces of SILAW children has been priceless. Seeing the children’s warm smiles and hearing their sweet voices saying “thank you” have been enough to motivate us to continue serving our less fortunate Dalaguetnons. Yes, our may not be easy but it is indeed a rewarding one!
